Senate Parliamentarian Approves Budget Reconciliation

President Biden’s administration set to bypass filibuster. 

On Monday, Elizabeth MacDonough the Senate parliamentarian, who serves as the official adviser on the interpretation of Senate rules, determined that the Budget Reconciliation Process could be used more than once per year. This process has narrow allowances for what kind of legislation can be passed. Most recently, an attempt to pass a $15 minimum wage was not allowed to go through the reconciliation process. 

The president’s administration welcomed the news, as the process could provide a path forward to pass the president’s recently announced infrastructure bill. However, members of the White House have made it clear that they would prefer to go a bi-partisan route first, trying to gain support across the political aisle. However, Senate Minority Leader McConnell said that the plan is “something we’re not going to do.”
